Rough animator is pretty good for creating gif.s it's relatively cheap, and comes with all of the features it's on Android I'm not sure about ios. There's also Flipaclip I never used it so I'm not sure what the exports are but it can make animated shorts, and last would be Pixel Studio you can make loops on there.
